Wholesale drug license is required at the location where you will store, receive, dispatch and bill medicines. You can't store and receive medicine at place where you don't have wholesale drug license but it is not compulsion to have wholesale drug license at location where a pharma company situates their office for sales and marketing purpose only and no storage, receiving, dispatch, exhibition, offer for sale of drugs at that location.
So, technically you could have an office at a location where you don't have a wholesale drug license.
