First: Current College allow you to leave college and you are able to get immigration certificate from current university or technical board.
Second: There is vacancy in college in which you want to take admission because a college has limited number of sits approved from Pharmacy council of India (PCI).
If you can satisfy above two conditions then there are chances to change 2 year course of D Pharma from one college to another in different state.
